Job Description

  • The State of Michigan is seeking an experienced Programmer Analyst / Business Analyst to support enterprise IT projects. The role involves requirements gathering, Agile user story development, testing coordination, and collaboration with stakeholders and vendors to ensure successful delivery of IT solutions aligned with DTMB standards and methodologies.

Key Responsibilities

  • Facilitate requirements gathering sessions and document business processes
  • Translate business requirements into Agile user stories with BDD/Gherkin acceptance criteria
  • Participate in Agile ceremonies such as sprint planning, backlog grooming, and sprint demos
  • Develop and maintain Test Plans, Test Cases, and Requirement Traceability Matrix (RTM)
  • Perform Functional and Regression Testing and coordinate User Acceptance Testing (UAT)
  • Maintain defect tracking logs and support issue resolution
  • Develop system diagrams and data flow diagrams for RFP documentation
  • Collaborate with Product Owners to prioritize product backlog based on business value
  • Ensure project compliance with PMM and SEM methodologies
  • Act as a liaison between DTMB, vendors, and client stakeholders

Required Skills

  • 4+ years Business Analysis / Programmer Analyst experience
  • Strong experience in Agile / Scrum environments
  • Experience writing User Stories and Acceptance Criteria (BDD / Gherkin)
  • Experience with Azure DevOps or similar work management tools
  • Experience with Test Planning, RTM, and UAT coordination
  • Strong business process analysis and documentation skills

Preferred Skills

  • Experience with Oracle or SQL Server
  • Knowledge of Agile frameworks (Scrum / Kanban)
  • Experience with Microsoft tools (Excel, PowerPoint, Visio)
  • Strong troubleshooting and problem-solving skills
